Er werden 5490 exemplaren gebouwd. Het type was conceptueel afgeleid van de Pup en kwam medio 1917 in dienst. De bijnaam Camel was afkomstig van de bult op de voorste romp boven de twee machinegeweren. Het vermogen werd geleverd door een van de vier rotatiemotoren in het bereik van 75 tot 112 kW (100 tot 150 pk), en de concentratie van de belangrijkste massa's (motor, brandstof, bewapening en piloot) rond het zwaartepunt in de voorste romp gaf het gevechtsvliegtuig een uitzonderlijke wendbaarheid, hoewel de draai-eigenschappen zo lastig waren dat zelfs ervaren piloten er acute besturingsproblemen mee hadden. Er was ook een marineversie, de 2F.1, met \u00e9\u00e9n enkel kanon, een kleinere spanwijdte en een afneembare staart.
